The Town of Grimsby invites qualified consulting firms to submit proposals to undertake a comprehensive review of its development-related fees. This includes all fees related to Development (i.e., planning applications, inspections, permits). The objective is to establish a transparent, defensible, and sustainable fee structure that ensures full cost recovery, aligns with legislative requirements, and supports the delivery of high-quality municipal services.
 

The development fee structure has not undergone a holistic review in several years and no longer reflects recent best practices, or the true cost of service delivery. Only minor changes have been made to the development fee schedules, and generally annual CPI increases have been applied. Given recent legislative changes, the Town is looking to do a thorough review in the form of a study, and an update of the current fee By-laws.
