The Town is seeking a qualified multi-disciplined proponent to undertake a Service Delivery Review and Future Roadmap of Grimsby and Lincoln Fire Services. This report is expected to be a holistic analysis of the current and projected needs of the municipalities and a recommended course of action that benefits all stakeholders. This project aims to conduct a comprehensive service delivery review and feasibility analysis of the two municipal fire services in their current and projected future states. This will include a roadmap detailing how the municipalities should function and identifying needs, gaps, risks, and other factors to address growing stakeholder demand.

Project Goals & Objectives:

  • Provide a comprehensive service review and feasibility analysis of both fire services highlighting the needs, gaps, financials, operational, risks, etc. 
  • Provide a range of frameworks and approaches that have emerged as potential pathways to achieve desired outcomes and efficiencies. With the recommendation of how municipalities should move forward to support stakeholders (e.g. shared service, separate, etc.).
  • The report is expected to follow the principles of the Center for Public Safety Excellence’s (CPSE) Commission on Fire Accreditation International (CFAI)to set up the framework, establish service standards, and identify measurable KPIs that would support the pursuit of accreditation in the future.
